摘　　要：公正转型对于实现高碳行业低碳转型的重要性已逐渐成为全球共识,实现公正转型需要有力的金融支持。然而,当前高碳行业公正转型面临资金支持不足、金融机构内生动力缺乏、公正转型金融工具较少等挑战。本文在阐述国际上公正转型的相关定义以及公正转型金融与转型金融关系的基础上,梳理了国际上金融支持公正转型的先进经验,并结合我国发展实际,提出了制定公正转型机制、创立专项基金、合理调整财政政策和结构性货币政策、将公正转型纳入金融机构考核指标、丰富可持续金融工具等政策建议。The importance of just transition to realize low-carbon transformation in high-carbon industries has gradually become a global consensus,and strong financial support is needed to realize just transition.However,the current just transition of high-carbon industries faces challenges such as insufficient financial support,lack of endogenous motivation of financial institutions,and fewer financial instruments for fair transformation.On the basis of expounding the relevant definitions of just transition in the world and the relationship between just transition finance and transitional finance,this paper combs the advanced experience of international financial support for just transition,and puts forward some policy suggestions,such as formulating just transition mechanism,establishing special funds,rationally adjusting fiscal policy and structural monetary policy,incorporating just transition into the assessment index of financial institutions,and enriching sustainable financial instruments.
