摘　　要：河南省三门峡市财政部门全面贯彻落实中央与省市政策精神,重点支持脱贫群众“有产业、有就业、有收入、发展可持续”。主要措施包括:不断健全财政管理机制,加大财政投入力度,强化资金绩效管理;但同时面临的问题有:项目资金配套超出市县财政承受能力、衔接资金管理制度需进一步优化、帮扶项目资产后期管理有待加强、农业基础设施建设相对滞后等。在此基础上,本文提出相关政策建议,以期对进一步推动工作提供借鉴和参考。The financial department of Sanmenxia fully implements the policies'spirit and strongly supports people out of poverty to"have industry,have employment,have income,and have sustainable development".Main supporting measures include:constantly improve the financial management mechanism,increase financial input,and strengthen the performance management of funds.But at the same time,it also faces a series of problems that need to be solved urgently,such as the project fund matching exceeds the financial capacity of cities and counties,the management system of connecting funds needs to be further optimized,the late management of the assets of the assistance project needs to be strengthened,and the construction of agricultural infrastructure is relatively lagging behind.On the basis of elaborating the main practices,effects and existing problems of Sanmenxia City,this paper puts forward relevant suggestions.In order to further promote the work to provide reference and reference.
