摘　　要：经济性与安全性同为一个经济体能源消费的主要关注点。西方制裁俄罗斯对我国原油消费产生了双向影响,一方面,我国通过进口折扣幅度较大的低价俄罗斯原油,获得了一定的经济效益,但同时,制裁导致全球原油和运输市场供应紧张,推升了原油贴水和运费,增加了我国原油消费的总成本。利用PIMS软件遴选原油进口方案,结果分析表明,制裁对我国原油消费经济性与安全性产生了负向影响。为应对这一形势,当积极利用有利因素,努力遏制不利因素,加快构建我国原油消费经济性与安全性的双重屏障,为不断提高我国原油消费经济性与安全性保驾护航。Economy and security are the main concerns of an economy's energy consumption.Western sanctions on Russia have a two-way effect on China's crude oil consumption.China obtains certain economic benefits by importing the low price of Russian crude oil with a large discount.However,the sanctions lead to the tight supply of global crude oil and transportation market,which pushes up the discount and freight of crude oil and increases the total cost of China's crude oil consumption.Using PIMS software to select the crude oil import scheme,the effects of Russia-Ukraine conflict on the economy and security of China's crude oil consumption are investigated.The results demonstrate that sanctions have a negative impact on the security of crude oil consumption in China.In order to cope with this situation,taking into account the two-way impact of western sanctions against Russia on China's crude oil consumption security,we should actively use favorable factors,strive to contain unfavorable factors,accelerate the construction of China's crude oil consumption economy and security of the dual barrier,in order to continuously improve China's crude oil consumption economy and security escort.
