摘　　要：我国东部地区沿海县域经济相对发达,也是生态环境敏感区和文旅融合示范区,是努力践行高质量发展的排头兵。为此,尝试从生态安全治理、文化建设自信、文旅融合服务等方面,构建县域文化-旅游-生态高质量发展评价体系,采用网络层次分析法计算权重,以79个沿海县域为案例,进行实证分析。结果表明,从权重看,生态权重最大,文旅权重次之;从均值看,生态和旅游类指标得分较高;从地域看,天津滨海新区和上海浦东新区的文旅生态高质量发展水平最高,浙江、山东各县域文旅生态高质量发展评价值次之,辽宁、广东和海南等少量沿海县域的文旅生态高质量发展评价值排在末10位。最后,提出补齐公共文化短板,提升县域旅游公共交通质量等建议。The coastal counties in the eastern region of China have a relatively developed economy.They are also ecologically sensitive areas and demonstration areas for cultural and tourism integration.They are the vanguard of striving to practice high-quality development.To this end,this paper attempts to construct a high-quality development evaluation system for county culture-tourism-ecology.From these aspects of ecological security governance,cultural construction confidence,and cultural and tourism integration services.Then based on the network hierarchy analysis method,the weight and taking 79 coastal counties as cases for empirical analysis is calculated.The results show that from the perspective of weight,ecological weight is the largest,followed by cultural tourism.From the average value,the ecological and tourism indicators scored high.From a geographical point of view,Tianjin Binhai New Area and Shanghai Pudong New Area have the highest level of high-quality development of cultural tourism ecology.Followed by the evaluation value of high-quality development of cultural tourism ecology in Zhejiang and Shandong counties,and the evaluation value of high-quality development of cultural tourism ecology in a small number of coastal counties such as Liaoning,Guangdong and Hainan ranks in the bottom 10.Finally,suggestions were put forward to make up for the shortcomings of public culture and improve the quality of county tourism public transportation.
