印太视域下美国与东盟海洋安全合作:战略动因、发展态势与现实困境

摘　　要：随着美国与东盟战略关系的持续升级,双方合作日益密切,海洋安全因其重要性和紧迫性而成为双方深化合作的关键领域。美国作为双方海洋安全合作的助推者,期望深度挖掘东盟的战略价值,实现美国“印太战略”与东盟“印太展望”的深层对接,增强介入东南亚海洋事务的能力,塑造印太海洋安全秩序。美国与东盟基于务实目标确定合作方向,促进海洋安全合作制度化发展,构建日益紧密的海上军事合作网络,推动海上非传统安全合作的持续深入,延伸海洋安全合作层次,打造“同盟+伙伴”的印太海洋安全合作体系。尽管美国与东盟在海洋安全合作中已取得一定进展,但也面临双方海洋安全诉求存在差异、东盟在印太海洋安全架构中被“边缘化”以及东盟内部分歧等问题,未来双方合作的发展趋势仍充满不确定性。As the strategic relationship between the U.S.and ASEAN continues to escalate and the cooperation between the two sides becomes increasingly close,maritime security has become a key area for deepening cooperation because of its importance and urgency.The enhancement of the U.S.understanding of ASEAN's strategic position,the in-depth alignment of the U.S.Indo-Pacific Strategy and ASEAN's Indo-Pacific Outlook,and the common need to address maritime security challenges constitute the strategic motivation for maritime security cooperation between the two sides.From the perspective of the“Indo-Pacific”,the U.S.and ASEAN have determined the direction of cooperation based on pragmatic goals,mainly starting to build a maritime security cooperation network in terms of upgrading the existing maritime security cooperation mechanism of the two sides,expanding the field of maritime security cooperation and extending the level of maritime security cooperation,and building an“alliance+partner”“Indo-Pacific”maritime security cooperation system.Although the U.S.and ASEAN have made some progress in maritime security cooperation,they also face practical difficulties such as differences in maritime security aspirations,ASEAN's“marginalization”in the Indo-Pacific maritime security architecture,and differences among ASEAN member states,and the development trend of future cooperation is still full of uncertainties.
