消费帮扶是否提升了脱贫农户家庭发展韧性?

摘　　要：巩固拓展脱贫攻坚成果是建设农业强国的底线任务。大量研究聚焦于消费帮扶的脱贫效应,但对脱贫农户返贫预防效应关注较少。基于中国家庭金融调查数据,借助家庭发展韧性指标测度脱贫农户返贫风险,考察消费帮扶政策对脱贫农户家庭发展韧性的影响及其作用机制。研究发现,消费帮扶显著提升了家庭发展韧性,且该结果在经过一系列稳健性测试后仍然成立。作用机制检验结果表明,消费帮扶通过缓解外部约束(促进农业产业发展、扩大社会网络拓展),以及改变内生动力(激发内生发展动能,避免“福利依赖”),提高了脱贫农户家庭发展韧性。因此,要借助消费帮扶建立的联农带农机制,推动农业产业兴旺,拓展社会关系网络,激发内生发展动力,筑牢脱贫农户发展根基。Consolidating and expanding achievements of poverty alleviation is the fundamental task of building agricultural powerhouse.While many studies have focused on the poverty elimination effect of poverty alleviation through consumption,less attention has been paid to the poverty-return prevention effect of poor households.Based on the CHFS data,this paper measures the risk of returning to poverty with the household development resilience indicator,and examines the impact and mechanism of poverty alleviation through consumption on the household development resilience.The study finds out that poverty alleviation through consumption significantly enhances household development resilience,and the results still hold after a series of robustness tests.From the perspective of mechanism,poverty alleviation through consumption enhances the household development resilience by alleviating external constraints(promoting the development of agricultural industry and expanding the expansion of social networks),and changing endogenous dynamics(stimulating the internal development momentum and avoiding“welfare dependency”).It is necessary to make use of joint farming mechanism established by poverty alleviation through consumption to promote the prosperity of agricultural industries,expand social networks,stimulate endogenous development momentum,and build a solid foundation for the development of poor households.
