财政分权促进共同富裕的机制研究——以长三角地区为例

摘  要:共同富裕是全国人民的共同期盼,实现共同富裕需要不断缩小城乡收入差距.文章将财政分权和共同富裕纳入一个框架,使用2010-2020年的长三角地区26个地级市的面板数据模型,运用双向固定效应面板数据模型,实证检验财政分权对城乡居民收入差距的影响,并进行机制分析.研究结果表明:财政分权度的提升有利于降低城乡居民收入差距,进一步表明财政分权可以通过提升教育供给规模来降低城乡居民收入差距,财政分权度的提高更有助于地区分阶段逐步推进共同富裕.研究对于制定促进共同富裕的财政政策具有借鉴意义.The essence of socialism requires common prosperity.The aim of common prosperity is to narrow the income gap between urban and rural residents.The article brings fiscal decentralization and common prosperi-ty into a framework.From 2010 to 2020,the article uses the panel data which includes 26 prefecture-level cities in the Yangtze River Delta.Using bidirectional fixed effects panel data model determines the impact of fiscal de-centralization on the income gap between urban and rural residents.And this article analyzes mechanism of fiscal decentralization and income gap.The results indicate that the enhancement of fiscal decentralization is beneficial to reduce the income gap between urban and rural residents.It further indicates that fiscal decentralization can re-duce income gap by improving the scale of education supply.Meanwhile,fiscal decentralization is more conducive to promoting common prosperity in the different stages in the region.The research can be used as a reference for formulating fiscal policies to promote common prosperity.
