摘　　要：本文聚焦创新型省份建设和新旧动能转换重大工程,调研技术转移体系相关政策实施情况、成效及问题,为优化技术转移政策体系,提高治理能力提供依据,调研分析山东省技术转移体系建设的瓶颈问题及典型经验、做法,对比国内外技术转移体系案例,将技术转移的概念扩展到技术运营,基于技术经济、知识经济理论,形成具有山东特色的高效运转技术转移理论体系:①构建完善的技术市场交易体系;②优化技术转移服务体系;③拓宽技术转移通道体系;④推动县域科技成果转化体系;⑤完善技术转移保障体系。This topic focuses on the construction of innovative provinces and the major project of the transformation of new and old kinetic energy,to investigate the implementation of policies related to technology transfer system,achievements and problems,to optimize the policy system of technology transfer.Based on the theory of technology economy and knowledge economy,this paper forms an efficient technology transfer theory system with Shandong characteristics:①Build a perfect technology market;②optimize the service system of technology transfer;③broaden the channel system of technology transfer;④promote the transformation system of county scientific and technological achievements;⑤improve the guarantee system of technology transfer.
