摘 要:师范教育作为培养师资的教育制度肇始于清末教育改革时期。之后为扩大教师数量,确保教师质量,清政府颁布教师检定制度。通过历史研究发现,清末师范教育与教师检定制度之间存在着相互影响关系,即师范教育发展失范所导致的教师数量严重不足与教师质量难以保障的状况是教师检定制度产生的根本原因,而教师检定制度作为教师资格的认定制度,体现着当时清政府对教师素质和规格要求的价值导向,其制度本身具有的规范性作用一定程度影响着师范教育的发展,规范着师范教育的办学形式和课程设置。这种在师范教育与教师资格认证制度发展关系上所遵循的基本规律,对当前教师教育与教师资格认证制度的发展有着重要的启示。Teacher education,as an educational system for training teachers,started from education reform in the late Qing Dynasty.Afterwards,in order to increase teachers and ensure the quality of teachers,the Qing government enacted the Teacher Accreditation System.Through historical research,it is found that there exists a reciprocal relationship between teacher education and the Teacher Accreditation System in the late Qing Dynasty.The severe shortage of teachers and the difficulty in ensuring their quality,resulting from the developmental aberration of teacher education,are the root causes of the Teacher Accreditation System while the Teacher Accreditation System,as an Identification system for teachers’qualifications,embodied the value orientation of the Qing government’s requirements for teachers’quality and demands at that time.The normative role of the system itself influenced the development of teacher education to a certain extent,and regulated the form of schooling and the curriculum of teacher education.This basic law followed in the relationship between the development of teacher education and the Teacher Accreditation System has important implications for the current development of teacher education and the Teacher Certification System.
