摘　　要：ChatGPT以通用人工智能拉开了生成式AI发展的序幕,对人工智能生成内容产生深远影响,但其背后也潜藏着社会对生成式AI技术发展的担忧。通过阐述人工智能生成内容的技术演进过程及应用场景,分析人工智能生成内容带来的意识形态、法律、伦理、环境等风险,从政府层面、行业层面、用户层面3个方面对人工智能生成内容提出风险治理方案,以期为人工智能技术可持续发展提供参考。ChatGPT has kicked off the booming development of generative AI,which will have a profound impact on AI-generated content,but behind it also lurks the doubts and worries of society about the development of generative AI technology.By elaborating the technological evolution process and application scenarios of AI-generated content,analyzing the risks brought by AI-generated content in various aspects such as ideological risk,legal risk,ethical risk and environmental risk,this paper proposes risk management schemes for AI-generated content from the government,industry,and users of three levels,in order to provide references for the healthy and sustainable development of AI technology.
