石化工程项目围标串标行为分析及对策

摘　　要：简要介绍了石化工程建设项目的基本特点、招标活动的主要内容以及石化工程建设项目围标串标的表现形式,指出了围标串标破坏招投标正常秩序、侵害其他投标人合法权益、影响石化工程质量安全等危害,分析了出现围标串标行为的原因,提出了完善电子化招标平台功能、加强全环节监督、强化评标专家管理、加强招标代理机构管理等相应对策,为规范石化工程招投标制度,促进石化工程建设健康发展提供了保障。The basic characteristics of petrochemical engineering construction projects,the main contents of bidding activities and the forms of bid rigging and collusion in petrochemical engineering construction projects are briefly introduced.It is pointed out that bid rigging and collusion destroy the normal order of bidding,infringe on the legitimate rights and interests of other bidders,affect the quality and safety of petrochemical engineering.The reasons causing bid rigging and collusion are analyzed,and the corresponding countermeasures are put forward such as improving the functions of the electronic bidding platform,strengthening the supervision of the whole process,strengthening the management of bid evaluation experts,and strengthening the management of bidding agencies,which can provide a guarantee for standardizing the bidding system of petrochemical projects and promoting the development of petrochemical projects.
