摘　　要：经济双循环背景下辽宁省在区位、政策导向和招商方式多样化等方面具有一定优势,但由于原有主体产业结构单一,在产业链、招商考核机制和人才储备与管理方面也存在较为明显的劣势。对此应从目标制定、环境优化、效果考核、服务完善及人才引入等五个层面,全面提升辽宁省的引资效率和效果,完善产业结构改革并实现省域经济的振兴。In the context of the dual circulation strategy,Liaoning Province possesses certain advantages in terms of location,policy orientation,and diversification of investment attraction strategies.However,due to a historically singular industrial structure,there are noticeable disadvantages in terms of industrial chain,investment assessment mechanisms,and talent reserves and management.To address this,efforts should focus on five aspects:goal setting,environmental optimization,performance evaluation,service improvement,and talent attraction inorder to comprehensively enhance the efficiency and effectiveness of investment attraction in Liaoning Province,refine industrial structural reforms,and achieve the revitalization of the regional economy.
