摘　　要：“揭榜挂帅”“赛马”机制是新时期我国提出的新型科研项目组织管理方式,用以激发全社会创新活力,是突破“卡脖子”关键核心技术的创造性选择和科技创新的制度安排。然而,在农业科技领域,这种新型项目管理方式还没有充分反映农业科研规律和农业产业特点。文章对“揭榜挂帅”“赛马”机制的内涵和特性进行了梳理,在分析具体成功案例的基础上,总结了当前“揭榜挂帅”“赛马”机制在实践中的局限性,从建立多元化科研投入体系、完善“后补助”资金支持方式、建立严格的奖惩激励机制等方面提出了进一步落实“揭榜挂帅”“赛马”机制的对策建议,以期为攻克产业链关键核心技术、提升农业科技创新效能以及建设农业科技强国提供有力的科技支撑。The"open competition"and"horse racing"mechanisms are new ways of organizing and managing scientific research projects proposed by China in the new era,with a view to stimulating the innovation vitality of society as a whole.It is also a creative choice and an institutional arrangement for scientific and technological innovation in order to break through"bottlenecks"in key core technologies.However,in the field of agricultural science and technology,this new type of project management has not yet fully reflected the rules of agricultural research and the characteristics of the agricultural industry.The article analyzes the meaning and characteristics of the"open competition"and"horse racing"mechanisms.On the basis of specific successful cases,it summarizes the limitations of the current"open competition"and"horse racing"mechanisms in practice.From the establishment of a diversified scientific research investment system,improve the"post�subsidy"financial support,the establishment of strict incentives and penalties,the countermeasures and suggestions for further implementation of the mechanism of the"open competition"and"horse racing"mechanisms are put forward to overcome the key core technologies of the industrial chain,enhance the effectiveness of agricultural science and technology innovation and build a strong agricultural science and technology powerhouse to provide strong scientific and technological support.
