摘　　要：自新中国成立以来,民主改革和全面建成小康社会是西藏改革发展中的两大重要里程碑。民主改革标志西藏踏上了现代化之路,60多年以来西藏经济社会取得历史性成就,全面建成小康社会。总之,这两个关键时刻是西藏现代化进程中的重大进展,同时也彰显了中国共产党治藏方略的重要成就。这些成就的取得不仅依赖于中国共产党的坚强领导,还有全国人民的强大支持西藏各族人民的不懈努力,以及正确处理改革、发展和稳定之间的关系。Since the founding of new China,Democratic Reform and the Building of a Well-off Society in an All-round Way have been two important milestones in the reform and development of Xizang.The democratic reform marked the beginning of Xizang's modernization.Over the past 60 years and more,Xizang has made historic economic and social achievements and built a moderately prosperous society in all respects.All in all,these two key moments represent major progress in the modernization of Xizang and at the same time demonstrate the important achievements of the CPC's strategy for the governance of Xizang.These successes depended not only on the strong leadership of the Communist Party of China,but also on the strong support of the whole country and the unremitting efforts of the people of all ethnic groups in Xizang,as well as on the correct handling of the relationship between reform,development and stability.
