中国高校R&D活动情况研究——基于2013—2021年数据统计分析

摘　　要：【目的】中国高校研究与试验发展(R&D)活动各方面增长迅速,但仍存在一些问题,本研究深入分析其中原因并探索完善办法。【方法】通过分析2013—2021年中国高校R&D统计数据,运用图表等客观呈现高校R&D经费投入规模、强度、结构等最新情况,进一步分析高校R&D机构、人员发展、项目(课题)、发表科技论文、出版著作、专利申请及受理数情况等。【结果】研究发现高校R&D活动中存在经费投入不足,R&D机构、项目(课题)、人员、经费等发展不均衡,高校R&D产出评价体系有待完善等问题。提出了应加大对高校R&D经费的投入,促进高校R&D体系均衡发展,重视科研人员的培养,建设宏观统筹、科学参考、分类评价的高校R&D产出评价体系等建议。【结论】以期能进一步增强高校R&D活动对经济发展的促进作用,并在科技自立自强中充分发挥智能支撑作用。[Purposes]The R&D activities of colleges and universities have grown rapidly but there are still some problems,and the reasons for this are analyzed and methods are explored.[Methods]By analyzing the R&D statistics of colleges and universities from 2013 to 2021,the latest situation of R&D investment scale,intensity and structure of R&D funding in colleges and universities was objectively presented using charts and other graphs,and the R&D institutions,personnel development,projects(topics),scientific and technological papers,publications,patent applications and acceptances were further analyzed.[Findings]The study concludes that in R&D system including insufficient funding investment,uneven development of institutions,projects(topics),personnel,funds,etc.,and the evaluation system of R&D input and output needs to be improved.It is proposed to increase funding input,promote the balanced development of the R&D system,attach importance to the training of scientific research personnel,and build a R&D input-output evaluation system with macro overall planning,scientific reference and categorical evaluation.[Conclusions]This study aims to further improve the institutional system of R&D activities in colleges and universities,and promote them to play a better supporting role in economic development and self-reliance and self-improvement of science and technology.
