摘　　要：根据国内外都市圈发展的特征、趋势和问题,以及历版珠三角规划中的都市圈空间格局,以广州都市圈规划为例,讨论粤港澳大湾区一体化发展背景下都市圈规划面临的3个新的重大议题,即都市圈规划的价值导向从以经济发展为主导转变为从人的视角出发的综合多元的目标导向,都市圈范围的界定从行政主导的定性分析转变为以经济社会大数据为基础的定量分析,以及都市圈空间发展和合作模式从聚焦边界地区的拼合发展模式转变为以交通廊道和产业互补为导向的“廊道+网络+节点”融合发展模式。同时,指出都市圈融合发展的关键是将政府自上而下的行政力量与市场自下而上的发展规律、发展需求相结合。The characteristics,trends and problems of the development of metropolitan areas at home and abroad are summarized,and the metropolitan spatial pattern of the planning of the Pearl River Delta in previous editions are reviewed.It is pointed out that in the context of the integrated development of Guangdong-Hong Kong-Macao Greater Bay Area,the planning of metropolitan areas faces several new major issues with Guangzhou as an example.First,the value orientation of metropolitan area planning has changed from previous economic development to a comprehensive and diversified goal based on human consideration.Second,defining the scope of metropolitan area has changed from an administrative-led and qualitative approach to a quantitative analysis based on the economic and social big data.The third is the spatial development and cooperation model of the metropolitan area,from focusing on the patchwork development of the border area to the integrated development model of"corridor+network+node",which is guided by the complementation of transportation corridors and industries.At the same time,combining the top-down administrative power of the government with the bottom-up development laws and demands of the market may be the key to the coordinated and integrated development of the metropolitan area.
