摘　　要：“大综合一体化”行政执法改革是贯彻落实党的二十大精神,探索数字政府与法治政府深度融合进路的生动实践,对扎实推进中国式现代化建设有着极为特殊的战略意义。立足集成、普惠、聚合等数字优势,“大综合一体化”行政执法改革遵循整体政府、服务政府和平台政府的发展逻辑,形成了数字大脑、智治网络、数字执法和数字内控等实践成果,但也引发“数字代沟”“数字侵蚀”和“数字内卷”等实践反思,须以系统谋划、目标导向、培固基础为发展侧重,勇于未来探路,形成独具数字时代特色的“中国之治”方案。The“great comprehensive integration”administrative law enforcement reform is a vivid practice of implementing the spirit of the 20th National Congress of the Communist Party of China and exploring the deep integration of digital government and law-ruled government,which has a very special strategic significance for solidly promoting Chinese-style modernization.Based on digital advantages such as integration,inclusiveness,and aggregation,the“great comprehensive integration”administrative law enforcement reform follows the development logic of unitary government,service government,and platform government,and has formed practical achievements such as digital brain,intelligent governance network,digital law enforcement,and digital internal control.However,it has also triggered practical reflections such as“digital generation gap”,“digital erosion”,and“digital involution”.It is necessary to focus on systematic planning,goal orientation,and strengthening the foundation in the development,and be courageous in explore the future,so as to form a“governance of China”plan with unique characteristics of the digital era.
