摘　　要：目的:评价广西壮族自治区计划生育药具和医疗器械管理服务中心“特殊育龄人群高效避孕关爱服务项目”(简称“项目”)的实施及其社会效益。方法:采用定性调查方法,包括相关资料和案例收集,现场服务过程与操作观察,管理者、技术提供者和服务接受者等关键知情者定性访谈,围绕免费避孕药具服务的可及性、有效性、采纳性、实施性、持续性评价框架,收集“项目”开展情况、参与体验、存在问题和意见建议等。采用主题归类法进行数据分析。结果:“项目”开展以来,当地避孕药具种类由12种增至19种,免费提供避孕药具提供种类增加,受益人群扩大,避孕项目可及性、实施性和可持续性增加;医务人员参加了相应的培训活动,掌握了避孕服务新技术,服务意识转变、服务能力提升;具有宫颈松弛、宫颈宽大、有IUD脱落史、瘢痕子宫、人工流产后置器等特点的育龄妇女避孕需求得到了满足,避孕有效性和服务体验得到改善,群众满意度提升。结论:“项目”达到了设立之初的目标,对国家和育龄妇女及其家庭产生了积极的社会影响。Objective:To analyze the implement and the social benefits of the project of"Efficient Contraceptive Care Service Program for Special Groups of Reproductive Age"(project).Methods:This was a qualitative study,including the collections of the data and cases.7035050,the observation of on-site service process and operation,and the qualitative interviews for the key informants,such as managers,the technical service providers,and the women who accepted the service.Based on the evaluation framework about the accessibility,the effectiveness,the adoption,the implementation and the sustainability of the free contraceptive service,the information about“project”development,participation experience,existing problems and suggestions of the"project"were collected.The subject classification method was used for the data analysis.Results:Since the implementation of the project,the number of contraceptives used in the women increased from 12to 19,the kinds of the free contraception provision increase,and the number of beneficiaries from the free contraception provision expanded.The accessibility,the implementation and the maintenance of the project increased.The medical staff had participated in the related training activities and had mastered the new techniques of contraception,and the service awareness of the providers had changed,and the service capacity of the providers had improved.The contraceptive needs of the women with characteristics,such as loose cervix,large uterine cavity,history of IUD failure,scarred uterus,or with needs of post-abortion contraception had been met.The contraceptive effectiveness and service awareness of the women had been improved,and the satisfaction of the women had been enhanced.Conclusion:The project has achieved the original goal and has a positive social impact on the nation,and the women of reproductive age and their family.
