激励相容视角下科技成果转化的实践路径——基于广东省农科院的多案例研究

摘  要:在创新驱动发展战略深入实施的背景下,科研院所科技成果转化所带来的高收益和高风险问题愈发受到关注,探索科技成果转化的激励机制来解决各方利益冲突、实现利益兼容势在必行且意义深远。本文基于激励相容的理论视角,采用多案例研究方法,选择广东省农科院四家典型企业,深入剖析科技成果转化过程中的实践路径,了解如何在追求效益最大化的过程中,实现绩效与风险的平衡。研究结果发现:广东省农科院通过构建绩效共享和风险防控的双重激励机制,促进单位和科技人才在目标动机上达成一致,有效规避潜在的道德风险问题。同时,构建企业筛选机制解决单位和企业的目标冲突问题,通过入驻企业和提供技术指导等监督方式,防范可能出现的风险,推进了科技成果转化的广度和深度,实现了合作共赢。在理论上,本研究丰富了激励相容理论在科技成果转化领域的应用研究;在实践上,为科技成果转化的进一步深化提供了有益的启示。Under the background of the in-depth implementation of innovation-driven development strategy,the problems of high returns and high risks brought by the transformation of scientific and technological achievements in research institutes have attracted more and more attention.It is imperative and far-reaching significance to explore the incentive mechanism for the transformation of scientific and technological achievements to solve the conflict of interests of all parties and realize the compatibility of interests.Based on the theoretical perspective of incentive compatibility,this paper adopts the multicase study method and selects four typical enterprises of Guangdong Academy of Agricultural Sciences to deeply analyze the internal practice path in the transformation process of scientific and technological achievements,and understand how to achieve the balance between performance and risk in the process of pursuing the maximum benefit.The research results show that:By constructing the dual incentive mechanism of performance sharing and risk prevention and control,Guangdong Academy of Agricultural Sciences promoted the unit and scientific and technological talents to reach an agreement on goal motivation,and effectively avoided the potential moral hazard problem.At the same time,the enterprise screening mechanism has been established to solve the problem of the goal conflict between the unit and the enterprise,and the supervision methods such as settling the enterprise and providing technical guidance have prevented possible risks,promoted the breadth and depth of the transformation of scientific and technological achievements,and achieved win-win cooperation.Theoretically,this study enriches the application of incentive compatibility theory in the field of scientific and technological achievements transformation.In practice,it provides useful enlightenment for the further deepening of the transformation of scientific and technological achievements under the background of the in-depth implementation of innovation-d
