摘　　要：应急预警信息可以最大限度预防突发事件发生,如何基于电信运营商已部署的4G/5G网络引入应急预警信息发布系统成为应急预警发展面临的问题之一。本文结合电信运营商4G/5G网络现状,分析应急预警信息发布系统关键技术,提出引入核心网CBC/CBCF网元、升级改造核心网AMF/MME网元和基站等的组网部署方案,为电信运营商在方案制定和工程实施中提供参考。Emergency warning information can maximally prevent the occurrence of emergencies and reduce the harm caused.The mobile communication network has a wide coverage range and high information reception rate.How to introduce an emergency warning information release system based on the 4G/5G network already deployed by telecom operators has become one of the problems facing the development of emergency warning.This article combines the current situation of 4G/5G networks of telecom operators,analyzes the key technologies of emergency warning information release systems,and proposes network deployment plans such as building new core network CBC/CBCF network elements,upgrading and transforming core network AMF/MME network elements,and upgrading and transforming base stations.This can provide reference for telecom operators in planning and engineering implementation.
