新形势下中俄经贸合作模式发展方向与路径——以黑龙江为例

摘　　要：自全面战略协作伙伴关系建立以来,中俄两国关系不断深化。面对俄乌冲突下西方对俄罗斯制裁加剧、中俄各领域合作日益密切的新形势,俄罗斯“向东看”的战略转向促进了远东地区的开发开放进程,中俄经贸合作迎来了新的历史机遇。立足黑龙江省“开放龙江”的战略布局和黑龙江省同俄经贸合作的区位优势,结合黑龙江与俄罗斯经贸合作的现实基础,根据实地调研情况,以对俄贸易具有代表性的黑河、同江、抚远、绥芬河四市为例,在总结各自对俄经贸合作模式特点的基础上,尝试探索新形势下黑龙江省发展对俄经贸合作模式的发展方向,必将为黑龙江省实现高水平开放注入强大动力。同时,以拓展贸易合作新空间、培育产业链条新动能、提升营商环境新效能、构建跨境合作新机制为主导的中俄经贸合作路径具有重要现实意义。Since the establishment of the comprehensive strategic partnership of coordination,the relationship between China and Russia has been deepened continuously.Faced with the West adding more sanctions against Russia under the Russia-Ukraine conflict and the increasingly close cooperation between China and Russia in various fields,Russia's strategy for“Looking East”has promoted the development and opening-up of the Far East.It has brought about new historical opportunities for China-Russia economic and trade cooperation.Based on Heilongjiang Province's strategic layout of“Open Heilongjiang”and its geographical advantage,practical foundation in economic and trade cooperation with Russia,as well as on-site research,this study takes Heihe,Tongjiang,Fuyuan,and Suifenhe,which are representatives in trade with Russia,as examples.On the basis of analyzing the characteristics of their respective economic and trade cooperation models with Russia,the study attempts to explore the development direction of Heilongjiang Province's economic and trade cooperation with Russia in the new situation.Such great effort will undoubtedly inject strong impetus into Heilongjiang Province's pursuit of highlevel opening up.Moreover,it is of great practical significance in paths with China-Russia economic and trade cooperation,led by expanding new space for trade cooperation,fostering new drivers of industrial chains,improving new efficiency of business environment,and establishing new cross-border cooperation mechanisms.
