摘　　要：无论是使用完全基于行政记录获取人口统计信息的“完全模式”,还是综合使用行政记录和抽样调查等数据源的“组合模式”,人口普查改革的最终目标应落脚于提高人口统计信息获取的准确性、及时性和经济性。实现这一最终目的需要一个分析、监测、评估数据的质量评估框架。基于此,本文对“完全模式”“组合模式”两种人口普查模式数据质量评估的理论成果和实践经验进行了归纳与评估,以期为我国“行政记录”人口普查的数据质量评估实践提供参考。Whether in the complete mode which is completely based on administrative records to obtain demographic information,or the combination mode which combines administrative records and sampling surveys and other data sources,the ultimate goal of the census reform should be to improve the accuracy,timeliness and economy of obtaining demographic information.To achieve this ultimate goal,a quality assessment framework for analyzing,monitoring and evaluating data is necessary.Based on this,this paper summarizes and evaluates the theoretical achievements and practical experiences of data quality evaluation in complete mode and combination mode,so as to provide guidance for the Chinese register-based population census data quality evaluation.
