摘　　要：日本档案部门的自然灾害应对工作实践经验丰富、成果丰硕,在防灾减灾策略性文件制定、应急机制建设、应急主体协同、应急经验共享等方面都有独到之处,对我国档案部门的自然灾害预警与应急响应具有借鉴价值。论文在总结日本档案部门应对自然灾害特点与经验的基础上,分析其对我国档案部门提高自然灾害应对能力的启示,以期提升我国档案部门自然灾害应对工作的针对性、有效性及精准度,推动我国档案安全治理体系与治理能力现代化建设。The Japanese archives management departments have gained rich experience and fruitful achievements in the practice of coping with natural di⁃sasters.They have some unique practical experience in many aspects such as preparation of documents in disaster prevention and reduction strategy,construc⁃tion of emergency response mechanism,collabora⁃tion of different emergency response subjects and emergency experience sharing system,which has referential value for Chinese archives management departments in natural disaster warning and emer⁃gency response practice.In this article,the character⁃istics and experience of Japanese archives manage⁃ment departments in response to natural disasters are summarized.Its enlightenment for improving Chi⁃nese archives management department’s capacity in the natural disaster response is analyzed as well.The content and views in this article may help to enhance the pertinence,effectiveness,and accuracy of Chi⁃nese archives management department’s practice in natural disaster response and boost the moderniza⁃tion of China's archive security governance system and governance capacity.
