摘 要:21世纪海上丝绸之路是中国全方位对外开放战略新格局的重要组成部分。海上丝绸之路与丝绸之路经济带与对内基础设施投资融资在投资方式、融资来源等实践层面存在着显著区别。以对外港口投融资为重点,在投资主体、投资模式以及融资模式等方面以典型案例分析现有海上丝绸之路的投融资发展情况,进而从海外港口布局、投融资保障能力、投融资促进机制三个方面分析现有投融资中存在的主要问题,并针对性提出促进海上丝绸之路交通基础设施高质量发展的投融资机制与建议。The 21st century Maritime Silk Road is an important part of China's new pattern of all-round opening up strategy.From the perspective of investment methods,the Maritime Silk Road investment and financing are significantly different from the Silk Road Economic Belt and domestic infrastructure,especially in financing sources and practical aspects.Focusing on the investment and financing of foreign ports,analyze the investment and financing development of the Maritime Silk Road in terms of investment subjects,investment models and financing models through typical cases.Analyze the main problems in existing investment and financing from three aspects:overseas port layout,investment and financing guarantee capabilities,and investment and financing promotion mechanisms.Put forward targeted investment and financing mechanisms and suggestions for transport infrastructure of the Maritime Silk Road.
