摘　　要：政务数据产权的界定标准是政务信息资源管理的前提,也是赋能数字政府高质量发展和构建数据基础制度的动力引擎。通过对当前政务数据概念的梳理、政务数据产权界定的现有模式研究,立足于政务数据所具有的权益复杂性、政务数据性质的依附性、主体的多元化等独特属性,提出政务数据产权界定的三维标准,包括权益的利益衡量、行为的类型化分析、主体的参与式确权,为政务数据实现高质量开放利用提供稳定器与推进器。The definition standard of property rights of government data is the premise of government information resources management,and also the driving force for the high-quality development of digital government and the construction of data basic systems.This study systematically reviews the current research on the definitions of government data and the models for defining property rights of government data.Moreover,based on the unique attributes of government data such as the complexity,the dependence,and the diversification,this study proposes a three-dimensional standard for defining property rights of government data,which includes the interests measures,the type analysis,the participatory approval of the public.
