摘 要:为缓减经济下行和科技竞争带来的巨大压力,法国在大力推进科创中心建设的同时,也认识到高等教育对科创中心发展的重要意义。随着法国科创中心建设从兴起、发展到走向高端化,高等教育也完成了由“从属者”“奠基者”到“支撑者”三个阶段的角色转变。以巴黎—萨克雷大学为代表的法国高校通过驱动学术卓越、提供创新环境和完善科研创新服务有力支撑萨克雷科创中心发展。研判萨克雷科创中心的发展现状可以发现,高等教育在打造国际知名度、吸引人才集聚和培育创新型企业方面取得显著成效,但萨克雷科创中心也存在发展后劲不足、城市基础设施建设滞后等问题。总体来看,萨克雷科创中心发展模式呈现出政府统筹主导、需求指引产业错位发展和多元主体协同创新的主要特征。In order to alleviate the huge pressure brought by the economic downturn and scientific and technological competition,France has vigorously promoted the construction of Science and Technology Innovation Centers,while continuously recognizing the importance of higher education for the development of Science and Technology Innovation Centers.Along with the emergence and development of the construction of French Science and Technology Innovation Centers to high-end,higher education has also completed a three-stage transformation of its role from"subordinate","founder"to"supporter".Paris-Saclay University supports the development of the Saclay Science and Innovation Center by driving academic excellence,providing an innovative environment and improving research and innovation services.Examining the development status of Saclay Science and Innovation Center,it can be found that higher education has achieved remarkable results in creating international reputation,enriching talent resources and attracting and building innovative enterprise.However,the Saclay Science and Innovation Center also suffers from a lack of development momentum and a lag in urban infrastructure.Overall,the Saclay model of science and innovation presents the main features of government coordination and leadership,demand-guided industrial dislocation development and collaborative innovation by multiple actors.
