摘　　要：公益慈善是增进民生福祉,提高人民生活品质的重要保障之一。毕节在推进高质量发展征程中充分发挥公益慈善的作用,深入贯彻落实《中华人民共和国慈善法》,建立健全公益慈善事业政策和工作体制机制,积极鼓励和引导民间组织和爱心人士,多渠道推动毕节公益慈善事业工作蓬勃开展。面对毕节人口基数和经济发展水平制约公益慈善事业的发展、慈善文化未深入人心、政府支持公益慈善项目服务活动的广度和深度还不够、慈善工作格局拓展不够等现实瓶颈,毕节公益慈善需要构建和形成共建共治共享多重逻辑“大慈善”观,出台和健全慈善事业配套制度措施,创新开展慈善事业实践模式,打造优势品牌慈善项目,汇聚公益慈善第三次分配的强劲动能,助力毕节高质量发展。The public charity is one of the important guarantees to improve people's livelihood and well-being and improve the quality of life of the people.Bijie gives full play to the role of the public charity in promoting high-quality development,thoroughly implements the Charity Law of the people's Republic of China,and establishes and improves policies and working systems and mechanisms for public philanthropy.We will actively encourage and guide non-governmental organizations and care people to promote the vigorous development of Bijie's public charity work through various channels.In the face of realistic bottlenecks such as the population base of Bijie and the level of economic development restricting the development of public philanthropy,philanthropy culture is not deeply rooted in the hearts of the people,the breadth and depth of government support for charitable projects is not enough,and the guarantee of leading charitable organizations is insufficient.The public charity of Bijie needs to construct and form the concept of multi-logical"great charity"of co-construction,co-governance and sharing,and introduce and improve the supporting system and measures of philanthropy.Innovate the practice model of philanthropy,create superior brand charity projects,gather the strong momentum of the third distribution of public charity,and promote the high-quality development of Bijie.
