摘　　要：发展乡村文化产业对于中西部脱贫地区优化乡村产业结构、积聚乡土文化人才、传承优秀乡土文化、践行绿色发展理念、完善基层组织体系具有重要意义和价值,是推进乡村振兴的必然选择。然而,受政府产业政策支撑乏力、管理体制受限,市场生产要素供给欠缺、产业发展落后,社会总体参与程度不高、参与渠道不畅以及农民对文化产业认识不足、职业素养缺乏等因素的影响,乡村文化产业发展陷入困境。纾解中西部脱贫地区乡村文化产业发展困境,要从构建有为政府、打造有效市场、引导有爱社会、培育有志农民着手,以体制机制创新驱动、完善文化市场释能、倡导多元参与促进和激发内生动力实现乡村文化产业持续健康发展。The development of rural cultural industry is of great significance and value for the optimization of rural industrial structure,the accumulation of local cultural talents,the inheritance of excellent local culture,the practice of green development concept and the improvement of grass-roots organization system in the central and western poverty-stricken areas.It is an inevita-ble choice to promote rural revitalization.However,due to the weak support from the government’s industrial policy,the limited management system,the lack of supply of market production factors,the backward industrial development,the low level of overall social participation,the poor participation channels,farmers’lack of understanding of cultural industry and the lack of professional quality,the development of rural cultural industry is faced with diffculties.To solve the dilemma of rural cultural industry development in poverty-stricken areas in the central and western regions,we should start from building a promising government,creating an effective market,guiding a loving society,and cultivating aspiring farmers.Driven by institutional mechanism innovation,we should improve the cultural market to release energy,advocate multiple participation to promote and stimulate endogenous motivation to achieve sustainable and healthy development of rural cultural industry.
