海南自由贸易港金融信用体系发展探索与借鉴

摘　　要：海南自由贸易港封关在即,海南金融市场化发展水平与发达地区差距仍较大,金融市场主体结构单一,金融创新能力不足。加强金融信用体系建设是推动海南自由贸易港金融市场健康发展的重要前提,当前海南金融信用体系发展仍面临诸多挑战,需积极借鉴新加坡金融信用体系发展经验,结合海南自由贸易港经济发展现状,强化政府引导,明确发展定位,完善法律体系,优化监管模式,强化部门联动,开放国际化信用服务及加强全民诚信教育,建立健全国际化、法治化、市场化的金融信用体系。Hainan free trade port is about to be closed;the gap between the level of financial market development in Hainan and developed regions is still large;the structure of the main body of the financial market is single;the ability of financial innovation is insufficient.Strengthening the construction of a financial credit system is an important prerequisite to promote the healthy development of the financial market in the Hainan free trade port.Currently,the development of the financial credit system in Hainan is still facing many challenges,and it is necessary to actively learn from Singapore’s experience in the development of the financial credit system,combined with the status quo of the economic development of Hainan free trade port,to strengthen the government’s guidance,to clarify the positioning of the development,to improve the legal system,to optimize the regulatory model,to strengthen the departmental coordination,to open up internationalized credit services and strengthen the integrity education of the whole population,to establish a sound financial credit system with internationalization,rule of law and marketization.
