摘　　要：本文梳理了区域政府财政合作的路径,回顾讨论了财政合作的成本效应和治理效应。研究发现,财政合作的成本节约效应在不同案例中各不相同,受到政治传统、服务规模和政府规模等因素的直接影响。财政合作重塑了区域政府/私人部门间的协作网络,增强了地方政府的治理能力。同其他公共服务供给模式一样,财政合作也承受着诸多批评,但是其宏观治理效应更应当被关注,财政竞争和财政合作的关系协调需要被界定,对财政合作个体的抉择影响因素也需要加以深入讨论。对于中国来说,区域间财政合作对于公共服务均等化以及修正区域财政不平等、提升地方政府财政治理能力的价值还有待深入挖掘。This paper outlines the paths of regional government fiscal cooperation,and reviews and discusses the cost and governance effects of fiscal cooperation,which shows the cost of fiscal cooperation directly affected by political tradition,service size,and government size.Meanwhile,fiscal cooperation has reshaped the regional government/private sector collaboration network and enhanced the governance capacity of local governments.Like other public service supply models,fiscal cooperation has also been subject to many criticisms,but its macro-governance effects should be paid more attention to.The relationship and coordination between fiscal competition and fiscal cooperation need to be defined,and the influencing factors of individual fiscal cooperation decisions also need to be discussed in depth.For China,the value of inter-regional fiscal cooperation in equalizing public services,correcting regional fiscal inequality,and improving local government fiscal governance still needs to be further explored.
