淮河行蓄洪区农户搬迁与宅基地制度改革协同探究——以凤阳县黄湾乡为例

摘　　要：结合淮河行蓄洪区安全建设工作,实施淮河行蓄洪区农户搬迁与深化农村宅基地制度改革之间存在诸多目标的一致性和推进过程的协同性。通过对新一轮农村宅基地制度改革试点县安徽省凤阳县黄湾乡进行考察,对黄湾乡淮河行蓄洪区农户搬迁与宅基地制度改革协同的实施路径进行分析,结合实地调研剖析了淮河行蓄洪区农户搬迁与宅基地制度改革协同的现实困境,进而提出协同推进淮河行蓄洪区农户搬迁与宅基地制度改革的政策建议,包括完善农村宅基地退出补偿激励政策、明确宅基地集体所有权主体、探索宅基地资格权多种实现形式及探索宅基地“有偿调剂、竞价择位”机制。In the light of the safety construction of Huai River flood storage area,there are goals consistency and promotion syn-ergy between the implementation of farmers'relocation and the deepening of rural homestead system reform.Based on the investi-gation of Huangwan Township,Fengyang County,which is a pilot county for the rural homestead system reform,this paper ana-lyzes the implementation path and the practical dilemma of the coordinated promotion of farmers'relocation and homestead system reform in Huai flood storage area.Then it puts forward policy suggestions including improving the compensation and incentive policy for the withdrawal of rural homestead,clarifying the subject of collective ownership of homestead,exploring various real-ization forms of homestead qualification right,and the mechanism of"compensation adjustment and competitive price selection"of homestead.
