摘　　要：打造精品学术期刊是建设具有强大凝聚力和引领力的社会主义意识形态、构建三大体系和维护文化安全的重要内容。打造精品学术期刊的“道”,亦即一般规律,在于旗帜鲜明讲政治,确保学术期刊正确的政治方向、出版导向、价值取向;充分发挥学术期刊的导向、评价、选择和优化功能,在第一时间出版最能维护广大人民根本利益、体现党和人民意志、传播中国智慧和时代精神的精品力作。打造精品学术期刊的“术”,亦即方法和策略,在于严格遵守学术出版的技术规范,提高出版质量;创新出版模式,以专题出版呈现主题出版内容;积极采用信息技术,以生活化的表达方式降低学术期刊非专业受众的准入门槛,提高学术期刊传播能力。In the new journey of building a socialist modernized country in a comprehensive way,the creation of a fine academic journal is an important part of building a socialist ideology with strong cohesion and leadership,constructing three major systems and maintaining cultural security.To create the“law”,that is,general law,of fine academic journals,lies in the clear positioning of itself:academic journals are the propaganda and press publishing positions of the Communist Party of China,with distinct ideological attributes.Clearly speaking politics,we ensure the correct politi⁃cal direction,and publishes orientation and value orientation of academic journals;we will give full play to the orientation,evaluation,selection and optimization of academic journals,and publish,in the first instance,boutique works that best safeguard the fundamental interests of the people,re⁃flect the will of the Party and the people,and spread Chinese wisdom and the spirit of the times.To create the"technique"of academic journals,i.e.,methods and strategies,lies in strictly adhering to the technical norms of academic publishing and improving the quality of publication;innovative pub⁃lishing models to present thematic publications with thematic publications;actively adopting infor⁃mation technology to reduce the threshold of access to non-professional audiences in academic journals by means of living expressions.To improve the ability of academic journals to disseminate,thus it needs to achieve the interpretation of doubts,consensus and unity of thought,serve the me⁃dium-term goal of the construction of three systems of philosophical and social sciences in China and the ultimate goal of building a socialist modernized country and realizing the great rejuvenation of the Chinese nation.
