文化治理视阈下中国网络文艺失范现状研究

摘　　要：网络文艺在中国当代文艺生态系统中占据重要位置。网络文艺在满足人民群众日益增长的精神消费需求同时,也出现了诸如网络文艺生产失范、平台监管失灵、价值观导向失守等文化乱象,引致社会文化症候。当前网络文艺治理失灵的主要原因有匿名心理引致的行为失范、互联网行政部门联动不畅、网络监管技术滞后、网络执法立法难度较大等。将文化治理思路适用于网络文艺失范的治理中,不仅为我国解决网络文艺困境提供了路径参考,还能够丰富我国文化治理的实践经验。据此,我国可以从主体建设、技术建设、制度建设、文化建设四个维度优化网络文艺失范现状的治理策略。Network literature and art plays an important role in the ecosystem of contemporary Chinese literature and art.While meeting the growing spiritual consumption needs of people,it has also seen cultural chaos such as the anomie of network literature and art production,the failure of platform supervision,and the failure of value orientation,leading to social and cultural symptoms.At present,the main reasons for the failure of network literature and art governance include the anomie of behavior caused by anonymous psychology,the linkage of internet administrative departments,the lag of network supervision technology,and the difficulty of network law enforcement legislation.Applying the idea of cultural governance to the governance of the anomie of network literature and art not only provides a path reference for China to solve the plight of network literature and art,but also enriches the practical experience of China’s cultural governance.According to this,we can optimize the governance strategy of the current situation of network literature and art anomie from the following four dimensions:subject construction,technology construction,system construction and cultural construction.
