化工企业环境影响后评价工作实例及建议

摘　　要：环境影响后评价是环境影响评价工作的延续、完善和补充,是一种重要的环境监管手段。开展环境影响后评价工作,可及时发现企业在运行过程存在的环保问题,查找不足,提高企业的环境管理水平,同时便于主管部门及时掌握项目运行对环境造成的实际影响。特别是运行多年的化工企业,原辅料种类众多,工艺流程复杂,潜在环境影响较大,根据企业实际情况开展环境影响后评价工作更是显得尤为重要。而在实际工作中,多数企业对环境影响后评价了解不够深入,无法判断是否需要开展环境影响后评价工作。本文主要阐述了环境影响后评价开展的情形,并以某化工企业为例,介绍了环境影响后评价工作开展过程及取得的效果。同时对企业和主管部门提出了建议,为相关工作提供参考。Environmental impact post-assessment is the continuation,perfection and complement of environmental impact assessment,and is an important means of environmental regulation.The post-assessment of environmental impact can timely discover the environmental problems existing in the operation process of enterprises,find out the deficiencies,improve the environmental management level of enterprises,and facilitate the competent departments to timely grasp the actual impact of project operation on the environment.Especially for chemical enterprises that have been running for many years,there are many kinds of raw materials and auxiliary materials,complicated process flow,and great potential environmental impact.Therefore,it is particularly important to carry out environmental impact post-assessment according to the actual situation of enterprises.However,in the actual work,most enterprises do not have a deep understanding of the environmental impact post assessment,and cannot judge whether it is necessary to carry out the environmental impact post assessment.This paper mainly describes the development of environmental impact post assessment,and a chemical enterprise as an example to introduce the development process of environmental impact post assessment and achieved results.At the same time,some suggestions are put forward to the enterprises and the competent departments to provide reference for the relevant work.
