摘　　要：围绕党内法规调整范围形成的党内关系和党务关系两种认知,主要存在忽视实然样态和历史维度的缺憾,有必要综合历时和经验的视野来探寻影响党内法规调整范围的关键因素。从百余年的制度演进征程看,党内法规的调整范围在革命和建设中形塑、在改革中接续和调适、在新时代集成,政治性是贯穿其中的关键线索。就政治性塑造党内法规调整范围的标准逻辑而言,其以中国共产党从党和国家战略高度对政治问题作出的判断为重要前提,以党的领导和党的建设活动为框架构成,并区别于传统部门法调整范围的划分标准,体现出党内法规自身的独特性。There are two main perceptions regarding the adjustment scope of intra-party regulations,focusing on intra-party relationships and party affairs.However,there is a notable flaw in overlooking the actual state and historical dimensions.It is necessary to explore the key factors influencing the adjustment scope of intra-party regulations from a comprehensive perspective that considers both duration and experience.Examining the institutional evolution over more than a century,the adjustment scope of intra-party regulations has taken shape during revolution and construction,continued and adapted during reform,and integrated in new historical periods,with a crucial thread of political composition running through it.Regarding the political shaping of the adjustment scope of intra-party regulations,the key logic is based on the judgment of political issues made by the Communist Party of China(CPC)from the strategic height of the party and the state.This forms an important premise,framed within the context of party leadership and party-building activities,and distinguishes itself from the criteria used for traditional sectoral regulation scope,reflecting the unique nature of intra-party regulations.
