乡村空间治理政策对乡村韧性的影响——以上海市西南三区为例

摘　　要：以上海市西南部三个行政区为例,从生态韧性、经济韧性和社会韧性三个维度和2015年、2020年两个年度开展了乡村韧性评价和对比,分析了乡村空间治理政策对乡村韧性的影响。研究结果表明:乡村韧性受城镇化发展水平、区域发展定位和空间治理政策等综合影响;城镇化发展水平对乡村韧性时序变化影响较大,对经济韧性和社会韧性具有显著的正向影响,对生态韧性具有负向影响;区域发展定位对乡村韧性结构影响较大,以城镇化和工业化为发展目标的区域经济韧性和社会韧性相对较高,以生态绿色和粮食蔬菜保障功能为目标的远郊区域,生态韧性相对较高;乡村空间治理政策对乡村韧性的影响因目标导向和具体行动差异会有所不同,可针对不同城镇化发展水平和区域发展定位,采取差别化的乡村空间治理政策提升乡村综合韧性水平。This study conducted a rural resilience assessment of the three southwest districts of Shanghai for the years 2015 and 2020 from the perspectives of ecological,economic,and social resilience and analyzed the impact of rural spatial governance policies on rural resilience.The results show that:(1)rural resilience is comprehensively affected by the level of urban development,regional development positioning,and spatial governance policies;(2)the temporal variation in rural resilience has a significant impact on the level of urban development,with a significant positive impact on economic and social resilience,and a negative impact on ecological resilience;(3)regional development positioning had a significant impact on the rural resilience structure.Regional economic and social resilience targeting urbanization and industrialization were relatively high,whereas suburban areas targeting ecological green,food,and vegetable security functions had relatively high ecological resilience;(4)goal orientation and the specific actions of rural spatial governance policies may have different effects on rural resilience.According to the different levels of urbanization and regional development positioning,differentiated rural spatial governance policies can be adopted to enhance the comprehensive resilience level of rural areas.
