摘　　要：土地利用计划执行监测是促进国土空间规划实施、优化土地资源配置、提高土地资源利用效率的重要手段。本文剖析土地利用计划执行监测的逻辑发展与内涵,探索土地利用计划执行可实践的监测方法,并以上海市为例开展实证。研究认为,计划执行监测的本质是衡量土地资源要素配置的空间精准性、时间效率性、流量稳定性。基于土地资源优化配置和高效利用角度,从规模合理、空间适配、功能优化、联动效率、政策保障5个维度构建了超大城市土地利用计划执行监测指标体系,研究结果显示土地利用计划执行监测综合评价方法在实践中能够较好地反映土地利用计划执行的问题与特征。其为土地利用计划执行监测提供了技术途径和实施方案,可为超大城市土地利用计划管理与国土空间治理提供实践指导。Monitoring the implementation of land use plans is an important means to promote the implementation of land spatial planning,optimize the allocation of land resources,and improve the efficiency of land resource utilization.This paper dissects the logical development and connotation of monitoring the implementation of the national land use plan and to explore a practicable monitoring method for the implementation of the national land use plan,and takes Shanghai as an example.The results show that:(1)The essence of plan implementation monitoring is to measure the spatial precision,temporal efficiency and flow stability of land resource elements allocation;(2)Based on the perspective of optimal allocation of land resources,a monitoring index system of land resource utilization plan implementation in mega-cities is constructed from five dimensions:reasonable scale,spatial appropriateness,functional optimization,linkage efficiency and policy guarantee;(3)The comprehensive evaluation method for monitoring the implementation of land use plans can better reflect the problems and characteristics of land use plan implementation in practice.The research provides a feasible methods for monitoring the implementation of land use plan,which can provide practical reference and implementation paths for land use plan management and land spatial governance of mega-cities.
