摘  要:功能分区是落实生态资产流变有序管理的重要政策。本文以上海市奉贤区海湾镇为例,结合基地现状要素和上位规划,基于生态系统生产总值及其构成视角,提出生态资产功能分区的决策路线。首先,测算现状12个生态系统生产总值分量,得出生态系统生产总值及其极大值单元;以各单元统计12个分量均值,由二阶聚类得出各单元功能特征;基于上位规划生态空间一致性筛选生态系统生产总值均值较高单元,叠加功能特征形成功能管制指引。旨在强化对既有生态资产流变特征的管控,提升功能分区的决策理性。Eco-assets functions,along with its regulating policies,feature special materiality in the decision of functional zoning.To preserve existing functional elements while consulting guidelines of upper-level policies,the paper put forward a deductive roadmap of eco-assets functional zoning from gross ecosystem product(GEP)and its components,which would be demonstrated on Haiwan Town area,Fengxian District,Shanghai.Firstly,each of 12 GEP components was calculated,the sum of which instructed the unit division of the study area with local maximum value of GEP.The mean values of 12 GEP components within each unit were then measured,the two-step cluster analysis of which would determine the unit-type classification based on relative importance.Units with higher average value of GEP were selected,whose pattern was to reach the greatest consistency with the eco-space in upper-level spatial planning.Spatial regulation guidelines were subsequently raised consulting the classified unit-types.The roadmap has potentials to facilitate the effectiveness of eco-assets functional zoning to preserve the evaluation of existing eco-assets.
