摘　　要：立足于更好地发挥“五个重要”功能,临港新片区可以投资贸易自由便利为着力点,借鉴国内外经验,发挥特殊经济功能区和洋山特殊综合保税区“双特优势”,以及金融先行先试和加大压力测试等政策叠加优势,进一步试点创新,探索构建与高水平制度型开放相匹配、多方位赋能功能区建设的信用体系。Based on the better performance of the“five important”functions,the Lin-gang Special Area can focus on the freedom and convenience of investment and trade,draw on domestic and international experience,give full play to the“double special advantages”of the Special Economic Functional Zone and the Yangshan Special Comprehensive Bonded Zone,as well as the advantages of the superposition of the policies of early and pilot implementation of financial services and the increase of stress tests,further pilot innovations,and explore the construction of a credit system that is compatible with the high level of systematic liberalization and empowers the construction of functional zones in multiple aspects.
