摘　　要：通过梳理船舶超载在国内法律法规和国际公约中的要求,分析了目前大部分船员、航运公司及海事执法人员对船舶超载的理解和认识,研究了强制减载的法律性质,进而提出了当前海事管理机构在船舶超载治理过程中存在的问题并提出建议,以期通过配套文件的出台来遏制船舶超载。Based on a review of the requirements of domestic laws,regulations and international conventions on ship's overloading,the paper analyzes the current understanding and knowledge of most seafarers,shipping companies and maritime law enforcement officers on ship's overloading,studies the legal nature of mandatory load reduction,and proposes the problems existing in the current maritime administrations in the control over ship's overloading.It also puts forward the suggestion of promulgating supporting documents,in order to crack down on ship's overloading.
