摘  要:根据新《海上交通安全法》第23条中对海上无线电监测系统建设及信号监测的相关要求,结合海上无线电电磁环境现状,归纳总结出海上无线电干扰现象产生的原因,并站在行业主管单位的角度分析水上安全通信发展趋势和当前海上无线电监测面临的技术难题。通过借鉴陆上无线电监管模式,结合航保资源优势,从海上通信盲区弱区查找、配全配齐专业装备、探索海上监测模式三方面提出海上无线电监测建议,以期全面提升水上电磁环境监管水平和效率,补齐航海保障“最后一公里”短板。Based on the relevant requirements for the construction of maritime radio monitoring system and signal monitoring in Article 23 of the new Maritime Traffic Safety Law and the existing conditions of maritime radio electromagnetic environment,this paper probes into the causes for the maritime radio interference and analyzes the development trend of maritime safety communication as well as the technical problems faced by the current maritime radio monitoring from the perspective of the competent authority.By drawing on the land radio supervision mode and in view of the advantages of aviation security resources,it puts forward suggestions on maritime radio monitoring from the three aspects of identifying blind spots and weak areas in maritime communication,providing professional equipment,and exploring maritime monitoring modes,with a view to comprehensively improving the level and efficiency of maritime electromagnetic environment supervision,and filling the gap in the"last mile"of navigation service.
