摘 要:持续削减主要污染物排放总量,优化产业结构的调整,淘汰落后工艺和过剩产能,推进减污降碳协同增效,是加快完成“碳达峰、碳中和”任务的重要环节。但是,目前基层在核算主要污染物总量减排数据的过程中,由于工作人员技术薄弱、数据获取困难等诸多实际问题,造成总量减排数据核算不准确、不完全。本文以陕西省西安市莲湖区为调研对象,深入基层一线,针对主要污染物减排数据核算过程中出现的问题进行探讨。Continuously reducing the total emissions of major pollutants,optimizing the adjustment of industrial structure,eliminating outdated processes and excess production capacity,and promoting the synergistic effect of pollution reduction and carbon reduction are important steps to accelerate the completion of the“carbon peak and carbon neutrality”task.However,the calculation of total emission reduction data was inaccurate and incomplete in the process of calculating the total emission reduction data of major pollutants at the grassroots level.This is mainly due to many problems such as weak personnel skills and difficulty in obtaining data.This article would take Lianhu District,Xi’an City,Shaanxi Province as the research object,deeped into the grassroots frontline,and explored the problems that arised in the accounting process of major pollutant emission reduction data.
