摘　　要：高句丽政权构建是以五部为基础的,即消奴部、绝奴部、顺奴部、灌奴部、桂娄部五部共同组成了早期高句丽地方统治的国家形态。随着高句丽政权构建的逐步完善,尤其是对外的征伐、领土的扩张,五部制度逐渐成为阻碍统治者对于加强国家权力管控的掣肘,为了适应国家政权发展的需要,高句丽逐渐形成了新的地方官系统,在五部控制的地区外设立地方官。由此,形成了高句丽独特的五部与地方官并行的行政建制。伴随着高句丽早、中、晚各时期,呈现出不同的政治特点。高句丽发展的每个阶段,五部与地方官制都表现出了与之相对应的形态变化。The establishment of Gaogouli regime was based on five divisions,namely,the Xiaonu Division,the Juenu Division,the Shunnu Division,the Guannu Division and the Guilou Division,which together constituted the state form of local governance in early Gaogouli.As Gaogouli regime built gradually improved,especially the foreign army and the expansion of territory,five divi-sions gradually hinder the rulers to strengthen the control of the state power.In order to meet the needs of the development of the state power,the Gaogouli gradually formed a new system of bureaucratic establishment,outside the area in five divisions set up bu-reaucratic establishment.Thus,Gaogouli's unique administrative system of five divisions and bureaucratic establishment was formed.In addition,with the early,middle and late periods of Gaogouli,there were different political characteristics.It can be said that at each stage of Gaogouli's development,the five divisions and the local bureaucratic establishment showed corresponding mor-phological changes.
