摘　　要：全国矿业权人勘查开采信息公示制度是信用监管在矿产资源管理方面的应用,深化了矿产资源领域改革,研究制度实行以来的监管成效具有一定的现实意义。以矿业权人勘查开采年度信息为数据基础,针对社会效益、经济效益、监管效能,从公示率、履行义务情况、被侦查概率等方面分析矿业权人的行为,报告了公示制度实施后的信用监管成效。结果表明:该制度有效提高了矿业权人的守信意识,在信用监管方面已见成效,但在成果服务、信用等级划分、守信激励、失信惩戒等方面存在改进空间。通过对问题的整合分类,在完善信用监管、扩展信用服务等方面提出建议,促进矿业权人勘查开采信用体系的完善。The national mining rights holders'exploration and mining information publicity system is the application of credit supervision in the management of mineral resources,which deepens the reform in the field of mineral resources.It has certain practical significance to study the supervision effect since the implementation of the system.Based on the annual information of exploration and mining of mining rights holders,the behaviors of mining rights holders were analyzed from the aspects of publicity rate,performance of obligations and probability of being detected in view of social benefits,economic benefits and supervision efficiency,and the effectiveness of credit supervision was reported after the implementation of publicity system.The results show that the system has effectively improved the sense of trustworthiness of mining rights holders,and has achieved results in credit supervision,but there is space for improvement in results service,credit rating division,trustworthiness incentives,and dishonesty punishment.Through the integration and classification of the problems,suggestions have been made in improving credit supervision and expanding credit services,so as to promote the improvement of the credit system of exploration of mining rights holders.
