摘　　要：随着石油站库的规模建设,标准规范、专业技术、运行管理等方面反映出的问题也逐年增多。为体现新要求下油气田开发企业所属石油站库的差异性,展示了中石油股份公司典型石油站库,例举了国外石油站库安全事故案例,梳理了新阶段下的安全防控要求,对照国家应急管理部下发的《油气储存企业紧急切断系统基本要求(试行)》《大型油气储存基地雷电预警系统基本要求(试行)》的适用对象及技术要求,剖析石油站库改造按照新要求整改紧急切断阀系统、雷电预警系统、铝制浮盘存在的主要问题,最后结合企业自身特点,对技术要求提出建议,确保油气田企业能够切实保障站库本质安全、提高运行管理水平。With the scale construction of oil stations and depots,the problems reflected from the perspectives of standards and specifications,professional technology,and operation management are also increasing year by year.In order to reflect the differences of the new requirements on the oil and gas field development enterprises,the typical oil stations and depots of PetroChina are presented,the safety accident cases of oil stations and depots at home and abroad are cited,and the safety prevention and control requirements under the new stage are sorted out.According to the applicable objects and technical requirements of the Basic Requirements for Emergency Shut-off Systems for Oil and Gas Storage Enterprises(Trial)and Basic Requirements for Lightning Early Warning Systems for Large Oil and Gas Storage Bases(Trial)issued by the Ministry of Emergency Management of the People's Republic of China,the main problems in the transformation of emergency shut-off valve system,lightning early warning system,and aluminum floating disc in oil stations and depots according to new requirements are analyzed.Finally,based on the characteristics of the enterprise itself,suggestions are proposed for technical requirements to ensure that oil and gas field enterprises can effectively guarantee the intrinsic safety of the station and depots,and improve the level of operation and management.
