乡村振兴战略背景下从“二元社会”结构视角看地方农业产业选择和产业链初步形成——以陕西省猕猴桃产业为例

摘　　要：文章采用“二元社会”结构“伞式社会”和“蜂窝式社会”概念的分析方法,以陕西省猕猴桃产业发展为例,分析地方产业在发展的不同阶段“伞式社会”和“蜂窝式社会”是如何发挥作用的,并对官方“伞式社会”的不同层级:国家级、省级、地州级、县级、乡镇级在产业发展的不同阶段的不同作用加以细分。通过对陕西省猕猴桃产业选择和产业链初步形成阶段的研究,发现各层级官方“伞式社会”力量和民间“蜂窝式社会”力量在其产业发展的过程中都发挥了极为重要的作用,然而不同阶段发力的层级“伞式社会”力量和民间“蜂窝式社会”力量是动态变化的。由此可见,地方农业产业在产业选择和产业发展的过程中,只有充分调动各层级“伞式社会”力量和民间“蜂窝式社会”力量的积极性,结合“顶层设计+基层探索”,在各阶段找准各自的发力点,才能推动本区域农业产业像陕西省猕猴桃产业一样从地方特色水果发展成为具有国际辐射力的品牌水果,全面推进乡村振兴。This paper explores how“Umbrella society”and“Cellula society”play their roles in local industries in different developmental stages,taking the Kiwifruit Industry of Shaanxi Province as an example.Furthermore,it examines the specific roles played by different levels of the“umbrella society”represented by the government:national,provincial,prefectural,county,village,town and township levels.Through an exploration of the Kiwifruit Industry in Shaanxi Province regarding the industry selection and preliminary formation of the industrial chain,the study reveals the significant contributions made by“cellula society”represented by the folk forces and“umbrella society”represented by the government at each level.However,the forces engaged dynamically shift as the industry progresses.Therefore,it is pivotal to give full play of the two forces in the process of the industry selection and preliminary formation of the industrial chain.By synergizing“top-level design”with“basic-level exploration”and identifying focuses at each stage,agricultural industry in other regions can make itself an international brand out of a regional specialty,taking the path of the kiwifruit industry in Shaanxi Province,so as to promote rural revitalization in an all round way.
