新时代“枫桥经验”视域下城市社区治理的系统审视与优化路径

摘　　要：新时代“枫桥经验”对社会发展的政治定力、对发展与安全的重大关切、对基层治理创新的螺旋上升、对中国式现代化的道路自觉,使其超越了原本政法体系范畴,成为中国基层治理的重要表征和治理符号。总体看,新时代“枫桥经验”以党建引领为核心,以人民中心为灵魂,以四治结合为方法,以四防并举为路径,以共建共治共享为格局,形成了“矛盾不上交、平安不出事、服务不缺位”的基本内涵。从工具论分析,“枫桥经验”在乡镇基层治理中产生了深远影响,也给“枫桥经验”在城市基层治理场域的应用带来想象的空间。城市社区呈现出人口高度异质性、低社会资本等表征,引致新时代“枫桥经验”在具体执行模式与社会要素变迁之间的结构性张力。因此,需要通过学理层面的系统审视,梳理新时代“枫桥经验”在城市社区治理领域的耦合逻辑,并从价值核心、多元主体、治理过程、制度建设、技术赋能等层面提出推动城市社区治理的进阶路径。In the new era,the political concentration of“Fengqiao Experience”on social development,the major concern for development and security,the spiral rise of grassroots governance innovation,and the road consciousness of Chinese-style modernization have all made it go beyond the scope of the original political and legal system,hence an important representation and governance symbol of China’s grassroots governance.In general,“Fengqiao Experience”in the new era takes the party building as the core,the people-centered concept as the soul,the combination of four types of governance as the method,the combination of four categories of prevention as the path,and the co-construction,co-governance and sharing as the pattern,with the fundamental connotations of“no conflicts to be handed over to the upper administrative level,peace to be maintained,and services to be ensured”.From the analysis of instrumentalism,apart from having had a far-reaching impact on township grassroots governance,“Fengqiao experience”has also brought imaginary space to its application in the field of urban grassroots governance.Due to the high heterogeneity of population and low social capital in urban communities,“Fengqiao Experience”in the new era has a structural tension between the specific implementation mode and the change of social factors.Accordingly,it is necessary to sort out the coupling logic of“Fengqiao Experience”in the field of urban community governance in the new era through a systematic examination at the theoretical level,and put forward the advanced path to promote urban community governance from the aspects of value core,multiple subjects,governance process,system construction and technology empowerment.
