镇街图书馆建设的“广东探索”

摘　　要：镇街图书馆作为图书馆总分馆服务体系中的关键一环,是图书馆服务和资源落地落实的关键抓手。文章以第七次全国县级以上公共图书馆评估定级工作为契机,通过内容分析法剖析政策文本中的镇街图书馆相关条款,系统回顾以广州、佛山、东莞和中山四市为代表的广东镇街图书馆的制度支撑和发展现状,挖掘镇街图书馆发展的广东经验。研究发现:当前广东镇街图书馆建设已初步形成地方特色:以“一街一策”为方针的广州镇街图书馆探索出多元力量融合的建设路径;背靠佛山市联合图书馆体系的佛山镇街图书馆建设走向体系化、规范化和制度化;以“书乡镇街”为建设目标的东莞镇街图书馆打造高质量的示范样板;共享型纵横结构下的中山镇街图书馆正成为“书香中山”建设的核心力量。As a key link in the service system of the main and branch libraries,township/sub-district public libraries undertake the task of implementing library services and resources.Based on the seventh national public library assessment and rating of public libraries,this article analyzes the current institutional support and development status of township/sub-district public libraries in Guangdong.The construction of township/subdistrict public libraries in Guangdong is in full swing:Guangzhou township/sub-district public library,guided by the principle of"one street,one policy",has explored the construction path of integrating multiple social forces;the construction of Foshan township/sub-district public library,supported by the Foshan union library system,is highly systematic,standardized,and institutionalized;Dongguan township/sub-district public library aims to build a township/sub-district of avid readers;Zhongshan township/sub-district public library under a shared vertical and horizontal structure is becoming the core force in the construction of"Scholarly Zhongshan".
