摘　　要：为了贯彻落实党的二十大部署以及提升城市基层治理效能的双重目标,城市基层党建引领不断创新。客观存在的基层党组织与社区系统二者的张力实际上凸显着反思性引领的重要性。研究发现,城市基层党组织反思性引领是对基层党建引领城市社区治理创新实践的一种机制性反思,它强调以程序建构及其实践来对党组织自身过去、当下和未来的引领行为进行自主性的反思,并在实践层面和价值层面的反思中同步塑造新的引领行为。深入分析得出,城市基层党组织反思性引领蕴含两种基本逻辑:一是基于子系统关联性运作的结构逻辑,其以程序构建来建立可视化的公共对话结构,从而以规范性条件、规则可行性和经验结果来建构一种关联性运作的系统整合结构,包含“多层的逻辑关系结构”“制度空间内契合的制度复合体”“规范化反思的程序实践”三个层面;二是基于组织理性假定来持续修正城市社区治理创新的行动图式的过程逻辑,具有“组织理性”“决策行为”“评价贡献”三个维度。反映群众和再组织正是城市基层党组织反思性引领的内在机理。In order to implement the dual goals of implementing the deployment of the 20th National Congress of the Communist Party of China and improving the efficiency of urban grassroots governance,urban grassroots party building leads continuous innovation.The objectively existing tension between grassroots party organizations and community systems actually highlights the importance of reflective leadership.This tension is manifested in two places.First,urban grassroots party organizations lead community governance innovations and often reduce community systems to individuals.As a result,community governance innovations led by grassroots party organizations are reduced to organized disorder with decentralized individuals as the basic unit,and are eventually resisted or disintegrated by the community system;Second,the top-down formal leadership and substantive leadership of grassroots party organizations,as two methods of action,are difficult to form a complete process of party building leading the innovation and evolution of community governance,which extends to the incompleteness of innovation.The study found that reflective leadership of urban grassroots party organizations is a kind of institutional reflection on the innovative practice of urban community governance led by grassroots party building.It emphasizes the use of program construction and practice to independently reflect on the party organization’s past,current and future leadership behaviors.Simultaneously,shape new leadership behaviors through reflection on the practical and value levels.The reflective leadership of urban grassroots party organizations focuses on the overall reflection on the relationship between actions and structures involved in their leadership.It is a continuous ability of self-focus,self-evaluation and self-criticism based on their qualifications.On the one hand,the reflective leadership of urban grassroots party organizations is a system that uses practice and value as selfreflection strategies and is embedded in the community sys
