摘　　要：在“双碳”目标大背景下,黄河流域九省区碳减排压力日益凸显,为此亟须构建科学合理的横向区域碳补偿机制,推动黄河流域省区解决碳排放不平衡性,公平削减二氧化碳排放。基于国内外前沿研究方法,综合确定横向区域碳补偿标准的确定依据与方法,并基于黄河流量碳排放数据进行实证分析。研究指出,通过碳补偿修正系数和影子价格定价法,确定黄河流域九省区横向区域碳补偿机制的补偿标准等具体措施。In the context of the“double carbon”goal,the pressure of carbon emission reduction in nine provinces of the Yellow River Basin is increasing prominently.Therefore,it is urgent to build a scientific and reasonable horizontal regional carbon compensation mechanism to promote provinces in the Yellow River basin to solve the imbalance of carbon emissions and reduce carbon dioxide emissions fairly.Based on the leading-edge research methods at home and abroad,this paper comprehensively determines the basis and method for determining the horizontal regional carbon compensation standard,and conducts empirical analysis based on the Yellow Riverflow carbon emission data.The study points out that through carbon compensation correction coeffcient and shadow price pricing method,the compensation standard of horizontal regional carbon compensation mechanism in nine provinces and regions of the Yellow River Basin should be determined.
